Contractor licensing authority

Iowa Division of Labor (Iowa Workforce Development) — contractor registration under Iowa Code ch. 91C. No roofing-specific state trade licence identified. The insurance-restoration conduct rules sit in Iowa Code § 103A.71.

Assignment of benefits (AOB)

Not verified. No Iowa assignment-of-benefits statute was located in this pass. That is not the same as 'AOB is fine here' — whether a post-loss assignment binds the carrier normally turns on the policy's anti-assignment wording and on state case law. Do not take an AOB on the strength of this row.

Contractor-adjusting prohibition

Verified. Iowa Code § 103A.71(3): a residential contractor 'shall not represent or negotiate on behalf of, or offer or advertise to represent or negotiate on behalf of, an owner or possessor of residential real estate on any insurance claim' connected with repair or replacement of roof systems or other exterior work. § 103A.71(5): a contract entered into in violation of subsections 2, 3 or 4 is VOID. That is a severe consequence (North Dakota's ch. 26.1-39.2-07 is broader still, voiding for a violation of any section) — you do the work and you cannot enforce payment.

Deductible rule

Verified. Iowa Code § 103A.71(2): a residential contractor shall not advertise or promise to rebate any insurance deductible or any portion of one as an inducement to sale. The statute defines rebate broadly — granting any allowance, offering any discount against fees, or paying anyone associated with the property any compensation beyond items of nominal value. A yard sign is allowed only if the owner consents and is not paid for it.

Matching rule

Code r. 191—15.44(507B): where replaced items do not match in quality, colour or size, the insurer shall replace as much of the item as is necessary to result in a reasonably uniform appearance within the same line of sight. [SECONDARY] Matthiesen, Wickert & Lehrer 50-state matching chart, last updated 2022-01-13 (mwl-law.com). Not checked against the primary text this pass. That chart also mis-cites Kentucky's matching reg as '906 KAR' when the primary source shows 806 KAR — assume it can be wrong.

Solicitation / rescission

Federal floor: FTC Cooling-Off Rule, 16 C.F.R. §§ 429.0–429.1 — a door-to-door sale of $25 or more agreed at the buyer's home carries a 3-business-day right to cancel, with a narrow exemption where the buyer initiated the call for emergency repairs and signs a dated waiver. Checked at law.cornell.edu, 2026-08-15. State law can add to this floor; it cannot take it away. Iowa Code § 103A.71(4) requires a specific 10-point bold 'NOTICE OF CONTRACT OBLIGATIONS AND RIGHTS' executed before or at the same time as the contract, telling the owner the contract is void if the contractor rebates the deductible or negotiates the claim. No Iowa post-denial rescission window was located this pass.
