Dec 1, 2026WisconsinNew assignment rules and stiffer deductible and claim-negotiation penalties for residential contractors Wis. Stat. § 100.65 already bars residential contractors from promising a deductible rebate and from representing or negotiating on a claim. New § 632.11 repeats those bars, its claim bar without the § 100.65 consent allowance for discussing damage and submitting estimates, and catastrophe repair contracts must carry a duplicate "NOTICE OF CONTRACT OBLIGATIONS AND RIGHTS". Post-loss assignments may name the contractor only as copayee and must be itemized with 14-point notices, including a five-business-day cancellation right. A § 632.11 violation voids the contract and allows a forfeiture up to $5,000.Wis. Stat. § 632.11, created by 2025 Wisconsin Act 230
Jan 1, 2027OklahomaResidential endorsement and exam required; fines rise to $5,000 Residential roofing work needs a residential roofer endorsement, with a residential exam and four continuing education hours a year, and the misdemeanor fine rises to $5,000 per violation. Registrants in good standing have until January 1, 2028 to pass the exam or add ten education hours (commercial endorsement holders on that date are exempt), but the enacted SB 1873 and HB 3800 texts differ on a 2027 or 2028 date for applicants, so confirm with the Construction Industries Board.59 O.S. § 1151.25a; § 1151.3(C); Laws 2026, SB 1873 (c. 229), HB 3800 (c. 317)
Jan 1, 2027VirginiaDeductible waiver ban, ad disclosures and emergency cancellation right A contractor may not knowingly or willfully pay, waive or rebate a deductible on an owner-occupied home, and ads and insurance-claim contracts must carry the new disclosures, itemized estimate and 14-point notices. An owner may cancel a roofing contract signed within 180 days of a Governor's emergency declaration covering the property, within the earlier of 10 days after signing or the official start date.Va. Code §§ 59.1-617 to 59.1-620 (effective January 1, 2027); Acts 2026 cc. 657, 658
Apr 20, 2027PennsylvaniaPolicies may bar assignments; no power-of-attorney workaround for contractors A property insurance policy, regardless of when issued, may prohibit assigning rights and benefits to a property repair contractor, and a contractor may not use a power of attorney from the named insured to get around public adjuster licensing. Unlicensed activity prohibited under the act is a third-degree felony under 18 Pa.C.S. § 4117. The date is a calendar count of 180 days from approval on October 22, 2026, read in PN 3550, so confirm it against the session law.Act No. 77 of 2026 (H.B. 1972 PN 3550) §§ 4.2(b), 6(b.1)

It may communicate with the insurer to assist in a claim dispute if the owner gives permission and it is not paid for doing so. It also may not propose that someone sign a work agreement while the loss-producing occurrence or a public safety emergency response is continuing at the premises, except to restore essential services or prevent further immediate damage.A.R.S. § 32-1158.02(J), (L), (O); Laws 2026, Chapter 157 (SB1206)

Aug 1, 2026LouisianaInsurance minimum now $500,000; contractor claim and assignment limits written into licensing law A residential license now requires liability insurance or a liability trust fund of at least $500,000, with the Board listed as certificate holder, even though the codified page and the Board's 2025 brochure still show $100,000. The contractor licensing law, as amended, bars interpreting policy coverage, adjusting claims as a public adjuster and advertising as insurance claims specialists, and it lists post-loss assignments of benefits as a prohibited act, repeating the ban in force since August 1, 2023 under R.S. 22:1275. Damaging property to induce a contract is a violation.Act 757 of 2026 (SB 326); R.S. 37:2156.1(F); 37:2158(A)(25); 37:2159.1
Jul 15, 2026KentuckyPublic-adjuster exception to claim-negotiation bar removed; emergency registration and canvassing limits added For contracts entered on or after this date, a contractor may not negotiate or advertise to negotiate on an insured's claim, as a public adjuster or otherwise (the act struck the earlier exception for a licensed public adjuster; earlier contracts fall under the prior text), but may provide an estimate and confer with the insurer's representative after a claim is submitted. After a declared emergency, a contractor under an Attorney General order must register and may not solicit in person in the designated area for 90 days without the owner's prior approval.KRS 367.628; KRS 367.379; 2026 Ky. Nov 1, 2025OklahomaCurrent deductible rule: no inducement promises; written notice with initial estimate A roofing contractor paid from a property or casualty policy may not, as an inducement to the sale or provision of goods or services, advertise or promise to pay any part of the deductible or offer to compensate the insured for a service, and must give written notice of this rule with its initial estimate. The insurer need not consider the contractor's estimate, and a violation of the Act is a misdemeanor with a fine up to $500 per violation ($5,000 from January 1, 2027).
